Outside detection examples include notification by such companies as a bank or credit card issuer, a debt collector or creditor, or when the consumer is rejected for credit.

Google has admitted it "goofed" when it hastily shut down its video sales and rental service last week, leaving users unable to play videos they had already bought. Bad credit card debt on rise due to weakness in economy (Bangkok Post)

Meanwhile, some prepaid cards may allow individuals who are under 18 to apply with certain provisions. Both the Prepaid Visa RushCard and the Baby Phat Prepaid Visa RushCard, for example, have a minimum age requirement of just 13. Applicants who are between 13 and 16 years of age will need parental consent to apply.
